Is there a free WhatsApp CRM? What exists and what it really costs

The short answer
The truly free option is the WhatsApp Business app, which supports up to four linked devices but is not a team CRM. There are very limited free plans, such as Zenvia's Starter with one user, and open-source projects you will have to host and maintain. And if you use the official API, Meta charges for messages even when the software is free: from October 2026, service replies too.
What is truly free: the WhatsApp Business app
The WhatsApp Business app costs nothing and lets you use the account on the main phone and on up to four linked devices (WhatsApp blog). For a freelancer or a two-person business it is a good starting point.
What it does not do is what defines a CRM: a record per customer with history, deals, tasks, several users with permissions and metrics. We cover it in WhatsApp Business with multiple users.
Free plans from paid tools
- Zenvia: Starter plan at $0 with one user and 100 interactions; the first paid plan, Specialist, costs $130/month with ten users (Zenvia).
- Callbell: its pricing page invites you to try a €0/month free plan to connect Facebook, Instagram and WhatsApp Business; multi-agent plans start at $15 per agent per month (Callbell).
Free plans are for trying things out. As soon as there is more than one user, some volume or you need the official API, they become paid.
What about an open-source WhatsApp CRM?
Plenty of people search for “whatsapp crm open source” or look on GitHub. Projects exist, but free software does not make the whole system free:
- You have to host it, update it and back up your customers' conversations.
- You are responsible for the security and GDPR compliance of that data.
- Check how it connects to WhatsApp: if it uses a WhatsApp Web session instead of the official API, it lacks the guarantees of the route Meta offers businesses.
- If it uses the official API, Meta charges for messages just as with any paid tool.
What you always pay: Meta's message fees
With the official API, Meta charges per message by category and country (Meta). Until 30 September 2026 only templates are charged; from 1 October 2026 service replies within the 24-hour window are charged too (Meta). Some tools already warn about it on their site, such as Whaticket.

When paying makes sense
- When three or more people answer WhatsApp and step on each other.
- When customers get lost because nobody knows who should reply.
- When you need each customer's email, calls and WhatsApp messages in one place.
- When you want to measure: response time, unanswered chats, sales that come from WhatsApp.
